Nxumalo worked as a caseworker in Gazankulu after college, and her experience working within the Black-only state under apartheid was very helpful to her contribution to the new government after 1994. Nxumalo was renowned for having written legislation on social services, especially those serving Black children, women, families, and seniors, and becoming a director of the Mpumalanga Ministry of Social Development. She later headed the national Families and Social Crime Prevention Department and was a major contributor to national policies focused on the care system, drug abuse treatment, and violence prevention.
Nxumalo spoke at a United Nations symposium on violence against women, held in Pretoria in 2016 and was involved in helping South African nationals return to South Africa during travel restrictions and border closures during the COVID-19 pandemic in 2020.
